When procuring tissue paper in bulk for an organization, most purchasing decisions are based on price, brand familiarity, or the word of a sales representative. Very few organizations ask to see actual lab test results.
This article shares what CENCLEAN's own independent test results show — and what every procurement officer should ask before placing a bulk tissue order.
Before bringing products to market, CENCLEAN submitted samples for testing by Thailand's Department of Science Service (DSS), Ministry of Higher Education, Science, Research and Innovation — an independent government agency specializing in pulp and paper testing under Thai Industrial Standards (TIS).
The reason was not legal obligation — tissue paper standards are not mandatory in Thailand. The reason was simpler: organizational clients deserve verifiable data, not just marketing claims.

Basis Weight 29.5 g/m² — 28% above the minimum standard of 23.0 g/m². High fiber density means the tissue is not thin or prone to tearing during use.
Dirt Area 1.5 mm²/m² — 75% below the maximum threshold of 6.0. Four times cleaner than the control limit, indicating clean raw materials and well-controlled production processes.
pH 7.9 — Near-neutral, close to human skin pH (7.4). Minimizes irritation risk on contact with skin. Particularly important for hospitals and healthcare facilities.
TIS 214-2560 is Thailand's industrial standard for tissue paper, issued by the Office of Industrial Product Standards (TISI). An important fact that many buyers don't know:
TIS 214-2560 for tissue paper is not a mandatory standard in Thailand. Manufacturers are not required to obtain TIS certification to sell their products. This means the absence of a TIS mark does not automatically mean a product fails the standard — and the presence of a TIS mark does not guarantee everything. What matters most is verifiable test results from a credible laboratory.
Weight of tissue per unit area (g/m²). Too low means thin, fragile tissue that tears easily during use.
Measures area and count of dirt spots per square meter — invisible contaminants such as fiber fragments, metal particles, or residue.
Time for tissue to fully absorb water. Poor absorption means slower breakdown in plumbing — increasing blockage risk.
Appropriate pH (5.5–8.5) reduces skin irritation risk. Critical for hospitals, operating rooms, and intimate hygiene use.
Resistance to tearing in both machine and cross directions. Low values mean tissue tears easily during normal use.
Inorganic material remaining after combustion. High ash indicates excessive use of fillers — reducing actual fiber quality and tissue performance.
A supplier who is confident in their product will answer all of these immediately — and have the documents ready.
